I Am Applying For Residency Permit In Germany And I Need To Get A (verpflichtungserklärung) How Do I Get It?

Do Universities In Germany Give Stipends To Students Pursuing Masters Degree?

I mean are they like universities in US where masters degree students get full scholarships in form of assistantships and also get paid in turn. I know that mostly all the publilc universities in Germany do not charge tuition fee but does it happen like it does in US? Thanks.
