Is it better to attend a state school on a full scholarship or expensive top tier school?

I currently attend UMD-College Park on full ride and passed up Penn, Brown and Georgetown for 25,000 a year after factoring in need based aid. I regret not applying to Harvard, Princeton or Yale. PILIPINAS: what is the least expensive but still good quality school for graduate studies?

anyone knows of a good quality but not expensive school for graduate studies? (pref. MA in English, linguistics, MAED, or MAT etc..)
also, do you know of any org or any politician-backed foundation perhaps who would offer scholarship?
and btw, the school should be around quezon city or manila.
