Why do the CSU and UC systems run education programs in states outside of California?

The UC system runs Los Alamos in New Mexico, the CSU system runs a research lab off of Zyzzx in Nevada–why aren’t these run by the University of Nevada system or the University of New Mexico? Is it just a funding issue?
