I don’t think the Austalian government is under any obligation to pay for a non-citizen to attend university in Australia.
When you complete a FAFSA, it determines your eligibility for federal aid. Federal aid is awarded to schools who are accredited and recognized by the U.S. Dept of Ed. This includes student loans. In order for you to borrow under the student loan program, you would have to get permission in cooperation with the school in Australia and final approval from the Dept of Ed.
If you cannot afford to pay for school, you might consider staying in the U.S. and attending school until you are in a better position financially.
