Yeah, 3.1 is not that low.Try some state schools. I know Georgia State University is a pretty good school. You can get scholarships at fastweb.com
3.1 is not considered to be a low GPA. Many graduate school programs will not accept students with a GPA below 3.0, so you are above the cut-off. I suggest you do an on-line search for a few specific universities in the U.S. and Canada which interest you. Their admissions requirements are often posted on their websites, or you can use their contact links to ask direct questions.
There are so many good universities in the US. You wont get into Harvard, but a good amount of universities will accept you with your GPA. go to here you can search for colleges and universities and see all sorts of information
