You certainly can do so! However, full financial support is never guaranteed. What you must do is apply to a number of schools, (preferably both Lutheran and interdenominational), and on your statements of application, make clear your need for support. If you cannot afford to make application to many seminaries, contact them and ask for a waiver of the application fee. Some may be able to accommodate you.
Below, I have posted links to the ATS website (Association of Theological Schools), and to the ELCA website (Evangelical Lutheran Church in America).
The ATS website lists accredited theological schools in America by denomination, and also includes a list of interdenominational seminaries.
The Lutheran Seminaries you should consider are:
    Luther Seminary
Lutheran School of Theology at Chicago
    Lutheran Theological Seminary at Gettysburg
    Lutheran Theological Seminary at Philadelphia
    Lutheran Theological Southern Seminary
    Pacific Lutheran Theological Seminary
    Trinity Lutheran Seminary
    Wartburg Theological Seminary
The most prestigious interdenominational seminaries are:
    Graduate Theological Union
    Harvard University Divinity School
    Union Theological Seminary (NY)
    Yale University Divinity School
I strongly recommend you consider Union, because that is where I received my theological education!
Best wishes to you in your endeavor.
